Vision
A resilient and unified Jefferson County where every individual has equitable, timely access to coordinated behavioral health services, free from stigma and focused on prevention, fostering a community of holistic well-being and empowered recovery.
Mission
The BHC is focused on collaboratively developing and funding a collective seamless behavioral health system that allows our community members to navigate smoothly to needed services.
We lead cross-sector collaboration by engaging both partner and non-partner organizations in innovative solutions. Through community initiatives and data-driven strategies, we aim to reduce stigma, address gaps in prevention, treatment, and recovery services, and ensure equitable, person-centered behavioral health care for all Jefferson County residents.

About Us
The BHC brings individual voting member organizations together to a collaborative table to facilitate seamless access to behavioral health services in Jefferson County. We have now grown from 4 voting members in 2018, to 14 voting members in 2024.​

The BHC includes the original Network Members, County Public Health, Jefferson Healthcare, Discovery Behavioral Healthcare and East Jefferson Fire and Rescue, and has been expanded to include Port Townsend City Police Chief, County Sheriff, Jail Superintendent, Therapeutic Courts, OWL 360, Quilcene Fire Department, OlyCAP, Dove House's Recovery Cafe, and Believe In Recovery, along with an ad hoc committee of several community resource players.

BHC's Monetary Support Towards a Seamless BH System

Funding
CHIP was awarded a $1,000,000 federal grant in the Fall of 2020 to continue the Work Plan of the Behavioral Health Consortium (BHC), which was developed with funds from a planning grant awarded in 2019. The focus of these efforts are Opioid and Behavioral Health Prevention, Treatment and Recovery. This grant, a Rural Communities Opioid Response Program Implementation (RCORP-I) grant, was awarded by HRSA, the federal Health Resources and Services Administration.
The goal of continued BHC funding is to support a range of initiatives, including: maintaining and expanding Recovery Café programming, extending harm reduction services into south county, developing integrated case management approaches, and promoting relevant existing initiatives and activities across Jefferson County. The BHC will also continue to explore the feasibility of potential housing projects that serve the populations most impacted by behavioral health needs in the region.
