Vision

A resilient and unified Jefferson County where every individual has equitable, timely access to coordinated behavioral health services, free from stigma and focused on prevention, fostering a community of holistic well-being and empowered recovery.

The BHC is focused on collaboratively developing and funding a collective seamless behavioral health system that allows our community members to navigate smoothly to needed services.
Mission

We lead cross-sector collaboration by engaging both partner and non-partner organizations in innovative solutions. Through community initiatives and data-driven strategies, we aim to reduce stigma, address gaps in prevention, treatment, and recovery services, and ensure equitable, person-centered behavioral health care for all Jefferson County residents.

About Us

The BHC brings individual voting member organizations together to a collaborative table to facilitate seamless access to behavioral health services in Jefferson County. We have now grown from 4 voting members in 2018, to 14 voting members in 2024.​

The BHC includes the original Network Members and has been expanded to include Port Townsend City Police Chief, County Sheriff, Jail Superintendent, Criminal Justice, Quilcene Fire Department, UW's Alcohol and Drug Institute, and affordable housing, private local MAT and counseling service providers, along with an ad hoc committee of several community resource players.

BHC's Monetary Support Towards a Seamless BH System

Funding

CHIP was awarded a $1,000,000 federal grant in the Fall of 2020 to continue the Work Plan of the Behavioral Health Consortium (BHC), which was developed with funds from a planning grant awarded in 2019. The focus of these efforts are Opioid and Behavioral Health Prevention, Treatment and Recovery. This grant, a Rural Communities Opioid Response Program Implementation (RCORP-I) grant, was awarded by HRSA, the federal Health Resources and Services Administration.

The continued funding of the BHC's  work will allow the BHC to engage in activities such as support of Recovery Café; extending harm reduction services in south county; developing integrated case management; and promotion of already existing Community Prevention and Wellness Initiative activities throughout the county. The BHC will also continue to explore the feasibility of a crisis stabilization center located in Jefferson County.

We acknowledge that these waters, mountains, valleys and shorelines are the traditional territory of the S’Klallam and Chemakum peoples. Throughout broader Jefferson County, we are on the ancestral homelands of many different tribes of the Olympic Peninsula. We honor the history of these indigenous peoples and their descendants who are with us today. However, land acknowledgements and statements are only one small part of taking responsibility, therefore we invite you to join us in our commitment to actively support and work for justice for indigenous people.
